PHOENIX – Phoenix residents are facing the prospect of a significant solid waste disposal rate hike or a decrease in trash and recycling services. Or a bit of both.
The City Council is pondering five options, ranging from a nearly 25% rate increase to no price change but a drastic cut in services, that were presented during a Nov. 12 policy session.
The existing rate of $26.80 a month, which hasn’t changed since 2009, has covered weekly curbside trash and recycling pickups, nine household hazardous waste events a year and four bulk trash pickups a year. Additionally, the city has been running eight eco-station recycling bins to serve areas without curbside recycling, two recycling facilities and a composting program.
The option that maintains all of these services comes with a $6.40 rate increase to $33.20, a bump of 23.9%. Three other options include smaller price increases with corresponding service reductions.
Under the fifth option – no rate change — the city’s Public Works department plans to cut $36 million in costs by slashing services, which would eliminate about 135 jobs. The department says the proposals are in response to rising business costs, a shrinking recycling market and the city’s population boom.
Holding the rate steady would result in the elimination of bulk trash pickup, household hazardous waste events, eco-stations and the composting program. Additionally, recycling pickups would be cut to every other week, and one of the recycling facilities would be eliminated.
The smallest proposed rate increase is $4.75, to $31.55 a month, which would eliminate all recycling and composting programs and leave the other existing services intact. In this scenario, the city would treat everything collected as trash and dump it in the landfill.
A $5.50 increase, to $32.30, would cut recycling to every other week but leave all other services as they are.
The other option is a $5.65 rate hike, to $32.45, which would eliminate the composting program but keep everything else as is.
The three most expensive plans also have phased-in adjustment options that would take longer to implement but result in slightly higher fees.
The city is conducting an online trash and recycling survey and will hold a series of 10 December and January community meetings to discuss the options.
