Little Rock, Arkansas, had a trash and litter problem that needed to be cleaned up.
It also had a homeless population that needed help.
That's how the city's Bridge to Work program started.

Roy, whose last name was not released, was one of the success cases.
Roy earned enough money through Bridge to Work to pay rent on an apartment, according to Canvas Community Church, the church that helps the city run the program.
Now he wants to become a barber. The apartment, he said, will allow him to stay clean and finish barber school, KTHV reported.
Until he is done with school, Roy can still earn money through the Bridge to Work program, and once he is established with a job and out of school, his rent will be income-based, Canvas Community Church officials said.
Bridge to Work was supposed to last only six months after its April creation, the Arkansas Democrat-Gazette reported earlier this year. But the program will be around for another year, scheduled to conclude in September 2020, KTHV reported.
